The model already exists. Persons with disabling conditions already own businesses in Washington State.

I was a VRC funded by USDOEd/RSA on a Title 130 Grant. I've helped clients pursue skills training by providing them with VR services not offered by Pell Grants or state programs. I often explain to people about there being two cultures in America, urban and rural. Small businesses are often the only answer. Purchasing AT without thorough consideration of the work environment(s), acquisition, personal preferences, updates, etc. can lessen productivity, increase device abandonment and could be a wasted expense. The Small Business Administration has several grant programs to encourage entrepreneurship (Veteran's Business Outreach Centers & Women's Business centers) These grant programs allow agencies to create business incubator programs to help with all phases of start up.
